Farmall H rises and lowers in rpms, Carb or Gov?

My Farmall H rises a lowers in rpms, could the governor be causing this or could the carb be causing this? I know the governor controls the carb but if the carb malfuntions the governor will react. It occurs mostly in the mid range of running? Do I need to change some adjustment? I just took the carb all apart and soaked it in cleaner, things appear to be clean did I miss something? Could the governer weights be out of wack? Their are no broken parts in the governor. This sounds really bad and it is hard to drive this way.
