H Brake shaft removal

I finally removed the brake housing cover and now am trying to get the lever shaft for the brake band out of the transmission housing. The thing was frozen solid and would not move at all. I have managed to rotate it about a quarter turn or less but can not get it to come out of the hole. Any ideas? Will a gear pulller work on this thing?
