560 hyd. valves

I've got a problem that I can't figure out on single acting it will lift the mower bar but woun't drop it.We are pulling double bar mower,if you switch hoses around it acts the same. We changed couplers,rebuilt the valve, made sure that the linkage is moving all the way.It's got us stumped.
