The carb has a drain plug on the bottom. What happens when you unscrew it and let the gas pour out? Is it a good healty stream or a trickle? That's an easy way to check for fuel line/float problems.
And here's a kind of "no offense intended" question: are you sure the fuel shutoff valve under the gas tank is all the way open?
