Strip the ends from a piece of insulated wire and connect one end to the field terminal at either the generator or regulator. Start the tractor and at a fast idle short the other end of the wire to a good ground. If the charge rate goes up, service the regulator. If the charge rate does not change, service the generator. This test assumes the battery is + grounded and the wiring is intact. If the battery ground is wrong, repost.
