Super A governer response question

I have just rebuilt a Super A. When I drive it I notice (mostly in third and fourth gear) that when I let out the clutch the RPM's will come way up and it feels like the tractor is really going to move then the RPMs drop back and it feels kinda like it's pulling. Is this the normal response. When you pull a hill or load the motor the govener will open the throttle on up. I have set the idle to spec. I just want to know if this is how they all act?? Thanks for any input, Daniel.
