That seems to be about the way mine acts. See the 3rd & 4th gears are a bit of a load on the tractor to start in. The govener opens up the throttle to get her started and then drops back while you are at cruising speed.(Bit o humor) Then as you hit a load or hill the govener will open back up to get you past the load and go back to regular engine speed. If you set everything right, I can imagine everything is right.
