Cub steering gear is loose.

I just broke apart the front steering gear of my cub. It had about 3/4 round of loose motion. When I backed out the steering shaft I noticed that the round gear on the inside of the housing was very loose. After I took the front completely apart, I could see that the spline on the shaft and round gear is very loose. Why couldn'n I just weld the round gear onto the shaft to clear up all that lost motion? Would that work. Other farmalls have that part as one piece. What do you think?
