Compression Readings on 300U

Working on C-169 powered 300U. I have just recently had a complete valve job done on engine (all new valves and guides). Before the valve job, compression was around 60-70lbs. Now pressure is down around 30-40lbs per cyl. I suspect that this is because carbon was removed from the head and pistons. The engine used to start right up. It never smoked when it was running but it did blow back through the carb (bad intake valves). One day it just wouldn't start. I did a leak down test and found the bad valves. Now that the head has been put back on it starts up for about 3 seconds and then dies. I have checked carb, and ignition and they look good. Should I be looking for bad piston rings or jumped engine timing (mechanical)?
