Brakes on my H

My brakes work pretty good they will stop the tractor fine but.. When I apply Them the right one will Grind to a stop. It will actually lock up the tire and feels much stronger than the left but makes a horrible noise. It seems to do it most after it has been sitting awhile. Whatcha guys think is wrong with it. I don't want to break anything by using them if I should'nt be but then again they stop me fine for now.
