Richard, I suspect that which ever brake is noisy and locks up has oil on it. Take the drum off and inspect it looking for oil coming out of the seal around the shaft. Using a small chisel, remove the defective oil seal and replace with two seals - double them up. I would suggest that you replace the seals on both brakes. The seals are not expensive and you will be satisfied with the results. The noise will be gone and the brakes will be applied evenly. Clean the oil off of the drum and the lining before reinstalling with paint thinner. Tom
