There should be three of them, bottom middle and top. In distillate days, you would first fill the oil until it runs out the middle one.

After using distillate for awhile, the oil gets thinned by unburned fuel seeping past the rings and increases the level of fluid in the pan. Open the top one, and if fluid comes out it is time for action. Open the bottom one, drain out whatever comes out, close the bottom and open the middle. Fill until it comes out the middle and you are good to go.

Modern gasoline burns completely enough that you can ignore all this and just fill to the middle petcock.
