M Gov. Trouble

Here is my trouble with this M. The throttle advance has 13 teeth, as I increase the throttle I'm at the fifth tooth before the RPMs start to pick-up and by the time the lever is at the 10th tooth its at full throttle, and feels like you are out of linkage, trying for the last tooth starts to bows the linkage to the bell crank. Start to decrease the throttle and it's down to the 7th tooth before it starts to loose RPMs. Motor off and lever off the bumper spring is aginst it's stop, spring is just free. Linkage between carb and gov. cross shaft is smooth. And I've adjusted the rod and block so the pin slips in easy. Where am I wrong here? Things inside the gov. look good, no bearing play ect. Also my manual says that with the throttle lever off the tounge on the gov. cross shaft should be holding the throttle plate in the carb full open. Is this right? If so the motor would run full throtle on start up? No? Could this trouble in the throttle bell crank and if so how is that thing adjusted? This is a rebuild of a parts tractor not one that just started having trouble. I feel good that she even ran. Thanks for the help.
