I don't know if this would apply to you, but if you have a mag instead of point style ignition the oil left in the impulse may be too thick in cold weather to let the impules work right. I started up my 10-20 which has the E4A mag that has a manual impulse, and the oil that was in the impulse part was a bit gummy and it wouldn't get a good "flip".It needs a good "flip to spin the rotor in the mag enough to make the spark at lower RPM like when starting. I put a little heat on that part and it fired right up. I ran out of light oil for mags last fall and remember squirting 30 weight on that part. If you have a mag, you might try flushing out the automatic impluse coupler with kerosene and then putting in the right weight oil the manual calls for.Listen to the clicking sound, If the oil is gummy, the click won't be as loud as it is in warm weather.Just an Idea that might save you the cost of a carb kit.
