Seal leak or normal seepage on Farmall M

While waiting for the fluid to drain from a rear tire today, I noticed a steady drip of oil from a corner of the plate that covers the hydraulic pump connection to the transmission on my '51 M. When I removed the plate, about a cup of oil drained out, however the plate had some sort of fiber matting on it that looked like it may be to absorb oil. Is having oil here normal, or is there a failed seal somewhere. Thanks for your help.
