That fiber matting is probably the original felt that was used to as you said soak up some of the oil. After all these years it gets where it just wont soak any more oil and starts to leak. You could replace it with new felt if you can find it but I have found that the small tangs that are bent over to hold the original felt in place are very brittle and will most likely break off when you try to straighten them out. Just clean the old felt up with kerosene and sponge it as dry as you can then reassemble.//FB
