The spring is available at your local IH dealer for a couple of bucks. It's a pretty easy fix, just unhook the linkages, unbolt the governor cover and pull it forward to expose the inner workings. You will see the spring hooked to a lever on top and the rockshaft lever below. The upper lever should be unbolted and removed to replace the spring, do not bend the new spring to make it fit without removing the lever. When installing the new one the upper hook should be inserted in the lever so the open end of hook will face the side of the governor housing. Then just put things back the way you found them and you should be all set.
