Hi RPM B Farmall

I have one that when it is running and you give it some throttle it starts winding up and goes to a point that the fan blades sounds like a hi speed buzz saw blade I am sure that the rpm is a lot higher than it should be I would guess the problem lies in the governor.As I have never messed with one anyone have any pointers?
