there is a post on here tells how to adjust the throttle linkage although sounds like your carb is opening up ok there is a capscrew on top of the gov housing that sets the rpm turn it in some and see if that cures the problem better get a ITT manual might have to remove the housing and see if everything is right spring in governer could be not installed right not to bug a problem i would get the manual first glad to help gene b
