The carb definitely shouldn't be leaking gas. Sounds like maybe your float isn't adjusted right. You should also check your float for a leak. If you shake it and hear liquid it has a leak. I don't know if your fuel level being too high would cause the tractor to run rich. That may be a carb adjustment. Are you seeing your plugs fowl or does it smoke. Another thing to look at is your manifold. If it is loose or cracked the tractor will run rough. Many tractors this age have manifolds ready for retirement.
