Gas dripping from carb

The Zenith carb on my 130 drips constantly ( about one drip every minute or so ), unless I shut off the gas. I rebuilt it a year ago. It leaked before I rebuilt it also. I replace needle and seat and tried to be careful to set the float where it is supposed to be. I also have an unsteady idle ( runs OK when under power) and I think it is running rich. Is the leaking normal on this carb, or, should I adjust the float and hope for yhe best?
