I finally gave up trying to fix my Zenith so it wouldn't leak fuel. It would only do it once in a great while. But it's no fun to open your barn door and find 10 gallons of gas on the floor. Of course that meant getting the shut-off under the tank to not leak when shut-off, but that's another story. I took my carb apart more times than I care to admit. I did finally check the fuel level with the clear tube trick someone else mentioned. Works great, but it just showed mine was already set correctly. I suspect the problem is loose tolerances in the valve seat, valve, or float hinge that sometimes causes the float to bindup. Maybe a "new" carb would fix it but they may all be that way, even new. Using the shutoff is the best bet.
