Generator Problems--Need Help!

I am not totally illiterate when it comes to electrical things, but this generator has me in a quandry. I have tested it every way I know how, with my limited test equipment. When I try to "motor" it with a ten amp battery charger, it will run 300 (approx) RPM when connected to the "A" terminal and pull 7 to 8 amps. When I connect to the "F" terminal, it will "motor" about 100 RPM and pulls two amps. It runs counterclockwise!! Is this bad?? If, when mounted on the tractor and running, I connect the wiring to the the "F" terminal, it shorts the voltage regulator contacts. Anyway, I just about cooked a new voltage regulator. Any ideas would be appreciated!
