brake problem and free wheeling when going down hills

My farther bought a 806 international. When we was bringing it home we found that the tractor would act like it was not ingaged at all between the engine and the transmission when going down hills. Needless to say it scared the crap out of him on the first hill. Also on top of that the brakes where weak like they had very little oil pressure. It has a gage on the valve body and it will show 1500 psi when turning the wheel but no movement when stepping on the brakes. Are these to problems related? Need help to make tractor safe.
