Paul,

Someone has been fixing what is not the problem.

1. Before the timing gear cover was put on, the gears had to be installed correctly, with the index marks matched up. I hope they were!

2. Assuming the gears are correct, the GOVERNOR has to be installed with the marks matched up also. This is so the drive slot for the mag is at the proper angle.

3. Place the engine at top dead center of the compression stroke for #1. Remove the mag. Looking through the hole, and hiding behind the seal on the side toward the engine, you should see the marks on both gears (you may have to do a bit of cleanup with a Q-tip and solvent) My money says that is where the problem is.

4. If you find the mark on the idler gear, but not on the governor, you will have to remove and install the governor correctly.

5. Now install the mag according to the manual, and you are good to go.
