Most manufacturers had cost oriented models for fleet and government contracts. Most of your non adjustable front axles (in modern times) are for industrial applications. Ford had a SU (special utility) series which was oriented to providing more pto hp at a lower cost. I seem to remember that one model had the 4000 series engine coupled to the 3000 series chasis and transmission. Ford had a major precense in highway and grounds maintenance market for many years. This may have been more due to price than superior design (not saying they were not good). In the early to mid seventies there was about $400 to $600 difference between an IH 574 and a similar Ford 4000. This would have been about a 6 to 10 % difference in total price.
