My experience has been that most of the 'wobble' will be attributable to irregular tightening of the wedge clamps which hold the rim to the center cast wheel hub. When you have the tractor jacked up, fabricate some kind of a fixed guide which you can place close to the outer rim of the cast wheel hub. As you rotate the tire, this will identify whether the problem is the cast hub mounting on the axle or the rim mounting on the cast wheel hub.
I'm presuming that the person who mounted the tire, did not hap hazzardly mount one of the rim clamps on one of the dimples of the rim.
