Some things to check, is the tire seared properly on the rim. Are the blocks that attach the rim to the wheel center uniform. go ahead and fix the ubolts, sounds like your tire guy doesn't have much pride in his work if they are that far off. Of course in this hot weather I might say the heck with it to. One point the rim is just the rolled metal the tire mounts to, the rim doesn't touch the axel. I know this sounds picky but it's confusing to those who might help you and very confusing to those just starting out in tractors. To bad some one hasn't made a identification chart for common tractor parts and posted it on the web, if the have I haven't found it yet. If all this is fixed/ checks out and it still wobbles jack up one side of the tractor and have someone spin the tire over while you look for wobbles. Is there fluid in them, that can cause wobbles to.
Good luck and keep safty in mind.
