Fuel dripping from carburator on Farmall 100

When starting my Farmall 100, I turn on the fuel and as soon as I begin to turn the engine over, fuel starts dripping from the bottom of the carburator in a large quantity.
When engine starts, it stops dripping. Is this a Carter UT carburator or is it a Zenith??? My manual doesn't show a Carter carburator. The guy at the IH dealer said the float is adjusted properly, and I put in a new needle and seat. Suggestions Please???!!! Thanks,
