The 13.5 is the tire width at the widest point. That is only for a certain rim width however, which is consider the normal rim. I think for a 13.6 tire, that is a 12 inch wide rim. The 38 is the diameter of the rim, same as on a car tire. Also, I believe when you say 225 is the width of the tread, that is not correct. 225 is th width on the tire at the widest point of the sidewall, same as the tractor tire. And again, it's the width on what is considered the normal width rim for that tire.
