300 Utility hydro-touch valve

I had a leaking valve on my tractor. I put on a used one, now I don't have any external leaks, but the hitch still drifts down, although not as bad as before. Is there any thing I can do about this or do I just have to live with it? Also, is there a way to drain the whole system? The fluid looks kind'a funky.
