1929 McCormick-Deering 10-20

I'm in need of some help. I just restored a 1929 10-20 and have it running real good but I can't seem to get it to run of full throttle. Every time I move the lever to full throttle it springs back to idle. If I hold the throttle with my hand it will speed up and run good but as soon as I let go it will spring back to idle. The governor had to be completely rebuilt and I'm not sure if I have the linkage set right. Right now I have the nuts on the linkage rod set real close to the lever in the governor. My question is, do I need to back off the nut on the linkage rod so it has more play and if I do how much do I need to back it off. If anyone out there knows could you please get in touch with me.
