Hi Randal and Will, I wish I had my 10-20 here so I could look at it! It is at the old farm 2 hours away right now. Randal, I would try to back off that rod some and see what happens. When I got my 10-20 going I didn't have to do anything to the governor, but it would stick at wide open throttle if I moved the lever up there and then moved it back to idle.It would also do it if I went up a hill and the gov openedthe throttle some, the speed wouldn't slow back down after getting back on level ground. It would idle back down if I bumped the carb and linkage some. What was causing that was the pot metal part sticking out of the side of the governor. There is an adjusting spring inside of that and it was gunked up some. After I got it cleaned out, I had to adjust it a little tighter to give just a little tension on it. It sounds if there may be too much tension on yours! If you replaced parts and then put the rods back on exactly like they were before the correct adjustment may be off. If you just put the rods back on then it will need adjusting.I don't think my overhaul manual said anything about gov adjusting, That may have been covered in an IH service book which I don't have one of those. I just sat down and played with it until it was working perfect. It was the first governor controlled engine I ever worked on in my life so it was a learning experience and some things seemed "backwards" to me. (like the throttle wide open when off and the lever at idle postition)Let me know what you find.
