1949 Cub, SN 59032, Help!

Throttle lever too stiff to move w/o concern for
damage to linkage or 'other'. IH Oper. Manual
provides no guidance for correction. Someone out
there send me a 'To correct, proceed as follows'?
Machine has had TLC since O/H in '88 w/ all
else AOK. Mechanical qual., coaxed autos thru
late '40s thru'60s. Thanx
