Follow the rod from the lever forward to the other end, which is at the front of the engine. It is attached to an L shaped part that has the governar spring attached to the opposite end. This part pivots on a small shaft. The pivot point is probably binding from lack of lubrication and maybe a little rust. Squirt some penetrating oil on it and work it back and forth to loosen it up. Then oil it up.
