Dave,
I would suggest removing the plugs and turn the engine with another tractor and a "Twisted Belt" while lubricating the exhaust valves. Tapping on the stuck valves should allow you to get them working.
I would also suggest taking the lids off the block handholes to verify that each splash trough is getting oil - you can burn out a rod if the distributer in the pan is clogged.
