I'd change the oil twice, once before I try to start the tracor and again after I let it run for a few minutes so as to get rid of rust particles that may have formed on the cylinder walls after sitting that long. I'd also take out the plugs and put some kind of lube down each plug hole, either clean or replace the spark plugs, totally drain the fuel syestem and,take apart and clean the carb,replace old fuel line and filter. after that she should take right off if no ignition problems exist.
