Dave - If the motor picks right up when you yank the throttle open, it sounds like a fuel starvation problem - not a problem with the governor. With the engine shut off, remove the pipe plug from the bottom of the carb bowl. You should get a continuous, solid stream of gas (not just dripping) with the plug out. If you don't get a solid stream, check for a plugged gas tank outlet (i.e. the inlet to the sediment bulb), a clogged sediment bowl screen, or a clogged carb inlet screen (remove the gas line inlet fitting - the screen is behind that). If you do see a solid stream of gas, other stuff to check: Improper carb adjustment (high speed jet set too lean). Spark plugs - make sure they are correct (recommend Champion D21 or equiv), clean and properly gapped. Make sure timing is properly set too.
