Stuck Farmall H Value

Hi Guys. Let me start by saying these Red colored tractors are foriegn to me but im willing to learn a little about them(im a green fan). One of my friends has been offered a 1947 Farmall H. He donesnt know what its worth so maybe you could help. Before it was parked(about 15 yrs ago) the motor was supposidly redone. After that they did not have much use for it so it was parked in a machine shed. The engine is now stuck. Sheetmetal is great, and it has Pto, lights and electric start. No hydraulics or 3pt. Tires all need replaced. It has two sets of wheel weights on it. What do you think this tractor is worth in this codition, and what do you think it is worth with new paint and tires and the engine running. I am in NE Pa if that makes a difference.
