Farmall H Surges at first sign of load..How to smooth out

My 1942 Farmall H Surges at the first sign of load. Let say I am going up the driveway. The tractor purrs along until I get to the steep part of the driveway. As the incline increases, the motor suddenly surges with power, way more power than it needs. Then it idles right down and continues to purr. What can I do to smooth out the RPM? It does this jerky change of engine RPM constantly, at each sign of load. The governor needs adjustment but which way?
