H lack of go power

Need help finding a problem. 1944 H with new, rebuilt, clean carb., new fuel lines also. Plenty of fuel getting to carb., but won't run without choking. Has no throttle adjustment, won't speed up or slow down. Some say carb. dirty, some say governors messed up. Governors have not been touched. Was running sluggish before restoration. Thanks.
