A few thoughts;
Is the linkage from the Governor to the carburator hooked back up right?
Having to run with the choke on sometimes means an air leak between the carb and intake manifold.
Sometimes it's real hard to get the tiny passages in the carburator clean, it only takes a piece of dirt too small to see to give you trouble. It may pay to take it apart again and double check them again.
