Please don't weld if possible; it makes for much weeping and gnashing of teeth for someone in the future (maybe yourself!). Hold the brake cover so you are looking at the installed brake band and move the activating lever downward; you should see the band shrinking in diameter if installed properly. After the brake is installed on the tractor, tighten the brake adjuster so you can lock the brake pedal and then adjust the set screw on the bottom of the cover. Loosen the locknut and tighten the screw SNUGLY, then back the screw out 1/2 turn and tighten the locknut. You DID replace the seals behind the brake drum while installing new bands, didn't you??
