You shouldn't be burning up brushes, even on 12 volts. Is the tractor hard to start? Do you have to "grind" on the starter to get it to run? Burning up brushes can be causd by a number of things. A few that come to mind are, shorted or open turns on the armature (you'll need a growler to find them), too little spring pressure on the brushes, brushes made of the wrong grade carbon for the application. Were the brushes dressed to match the radius of the comutator to ensure full contact? You are probably right that something else may fit, but I don't know offhand what application to suggest to you.
