I am an owner of two IH 574s but both of mine are diesel but I have experienced your bogdown situation and it is due to rust in the saddle tank. The rust clogs the fuel shutoff valve on the the bottom of the tank and the engine starves for fuel. I had to take the valve out and the tank off to clean it. An easy way to see if this is the problem is to take the fuel line off at the carb and blow back through it until you hear the air bubbling in the tank. Hook the system back up and see how the tractor runs. If it is ok then that is the problem. This fix will not last as the line will fill again with crap. Your transmission problem is most likely a result of the shift linkage being out of adjustment. One of my tractors never has this type problem but the other has lots of shifting faults that are always due to the linkage. Post your results on the fuel line.
