A friend of mine owns a salvage yard the way he cleans fuel tanks is take them off put plugs in holes for the lines, throw a hand full a nuts and bolts (or what ever is handy) add a couple gallons of diesel fuel, chain it to another rear tire of a tractor jack it up put it in gear and let it spin for a hour or so. It works for him.
