I had the same fuel problem with my '77 IH-574, I ended up removing the fuel strainer under the fuel tank and draining the fuel tank, and I flushed with fresh fuel 3 or 4 times until it came out clean. I also did like the other guy said and blew out the fuel lines with air. I was still getting small debris past the strainer screen (new), and it was plugging up the main jet in the carburetor, or the float needle valve hole, sometimes both at the same time, so I installed a glass inline filter directly behind the carburetor... And that pretty much solved all my problems of it bogging out under a load (bush-hogging or plowing)... As for your shifting and clutch problems, sounds like some adjustments are in order. Make sure there's a spring on your clutch pedal to hold it in the top position, the hook end on my spring was broken..
