That's normal Jay. Resistors can got hot enough to cause a burn if you touch the ceramic part after they've been running a few minutes. Firmly bolting the resistor bracket a heavy metal part (but NOT the gas tank!) will make the resistor run somewhat cooler. On cars the resistors were designed to be screwed to the firewall which acts as a heat sink.
