Heating the bolt expands it which breaks the rust seal. The main advantage to welding on a nut is getting a lot of heat in the bolt. If you have a propane torch i would get the bolt as red as I could and let it cool. Trying to cool the bolt too quickly could harden it and make it break. Drilling a bolt dead center is very difficult. A bad hole in the head often results. The value of left-hand drills cannot be overemphasized. My friend who runs an oil-field machine shop says the drill bit usually catches and backs out the bolt before he is finished drilling. We think this is a combination of removed material and heat with the force applied in the direction to back out the bolt. I don't have any left-hand drills because it is too easy to weld on a nut. Do not apply solvents while the bolt is hot. I have coked up the space between the threads by cooking penetrating oil which had penetrated. Try to find a friend to bring his welder over and weld on a nut. It is the easy way out. A pipe wrench may be better than vise grips.
