I don't know if this would apply to your needing to use the choke to run, But You may want to check for an Air Leak somewhere.

I rebuilt a carb on one of my H's only to find that it was not getting a good seal between the carb and manifold. I also had to use the choke to get it to run. Checked for air leaks and found the gasket was not sealing, replaced the gasket and it ran fine afterwards.
